GCAP Services, Inc. is a California-based, full service, professional corporation that was founded in 1997.  GCAP has several offices, including our headquarters in Costa Mesa and our Sacramento area office in Citrus Heights.

GCAP is a leader in DBE Program related consulting services and has lead the way to streamline and improve the administration of DBE programs in California.  GCAP is the first California firm to develop an online DBE training module for Caltrans and California local agencies (www.techtransfer.berkeley.edu/dbetraining). We are committed to the U.S. DOT DBE Program and understand all elements of the regulatory requirements and practical remedies to improve DBE programs.

In the past several years, GCAP has participated in eight (8) separate disparity studies, has administered DBE Programs for several organizations, has developed the Anticipated Annual DBE Participation Levels for various entities, and has trained over 800 DBE program administrators in the past year.  Our innovative approaches, use of best practices, and providing subject matter experts has allowed GCAP to deliver cost effective and quality DBE Programs for our clients.

GCAP’s president, Edward Salcedo is a licensed attorney and has served as a public hearing officer for several organizations.  He has also participated on several GFE reconsideration panels to address contractor appeals.

Other GCAP capabilities include process and systems consulting, user-documentation and reference guide development for systems and applications, systems and process assessment and re-engineering, project management, contract compliance, operational reviews, and development technology-based training materials and programs. GCAP also provides infrastructure support services, including contract administration and procurement support services, consulting services related to government compliance and implementation of automated solutions to meet contract and procurement compliance requirements.
